The first part of the puzzle is figuring out who the people referenced in the hint are. However, it turns out we can just ask. Add "''ThatGuy''" to the URL, to get an image of Binder:

This part of the puzzle is very much a "''you get it or you don't''" puzzle. The ciphertext is "''XpnwHfZolKvtp''", and from the hint "''ThatGuy + ThatOtherGuy''" we know what the key is, the question is how to decrypt it.

Use the key: "''BinderBaron''"

Given that, decrypt the string to "''WhatDoYouWish''", add that to the URL, and you'll get the [[ARG:Do You Agree|Do You Agree]] page.
