The ciphertext is encoded with [https://en.wikipedia.org/wiki/Morse_code Morse code]. However, a trick has been played. This message uses "*" for dot, "%" for dash, and "$" as a letter/word separator.
First, decode the ciphertext to ".-- . -.-. .... --- --- ... . -... --- - ....", then decode that to "WeChooseBoth". Now add the results to the address bar in your web browser, and the result will be the Guardian page.
