This page contains the third two sets of Guardian Glyphs. Repeating the pattern set by the first level, the puzzle itself is in the source code of the web page. The hint this time is "13+64".

In the page's source you will see:

The "13" refers to ROT13, and the "64" refers to Base64.

A programmer might recognize that string as being base64 encoded just by looking at it, but any attempt to decode it will fail, because after base64 encoding it was further enciphered with rot13. Use the ROT13 tool first, to get "VGhlRmlyc3RPZkV2ZXJ5V29yZA". Then the base64 tool, to get "TheFirstOfEveryWord".

The Next Step

However, "TheFirstOfEveryWord" doesn't get us to the next page. But it tells us how to do so. Decode the Guardian Glyphs, take the first letter of every word. Lowercase it to get "tbiaitmiacwacttsnmitkttmtwioutwiob". Add that to the address bar, and the result will be The Virtue page.
