This room is accessible by entering the middle right room from Tower F1.

Note that when interacting with the sink and you are given the option to drink from it. If you do drink from the sink, the screen will go black where you find your self wandering in the void. Here you can meet Binder in his Vulture Form where he asks you if you have The Artifact.
